In response to the international environmental sustainability goals and the trend toward achieving net-zero carbon emissions, the Resource Circulation Administration, Ministry of Environment continues to implement the " The Promoting the Industrial Plastic Circulating Network Project." This initiative aims to reduce plastic pollution and promote a circular economy for plastic resources in our country. During the execution of this project, a thorough analysis of both domestic and international plastic waste management and recycling practices is conducted. This project focuses on four main aspects: elimination and substitution, source reduction, strengthen recycling, and circulation. These aspects are used to establish and review our country's management strategies. To promote the proper utilization of plastic resources at the source, this project conducts in-depth analysis of elimination and substitution solutions, source reduction, and circular business models. It provides action plans and recommendations, develops reference materials and tools, and offers guidance to industry supply chains to adopt these practices. Additionally, during the project's execution, international information is extensively gathered, and feedback from domestic industries, technologies, and opinions is collected. This ensures that policy planning aligns with international trends and local experiences. This includes the establishment of a methodology for quantifying carbon reduction benefits in plastic product service strategies, reviewing domestic regulations for recycled plastic products and conducting review operations, planning systematic review and information disclosure mechanisms, and assessing the feasibility and conditions for the chemical recycling treatment of domestically non-physically recyclable plastics, which are not covered by applicable physical recycling methods. Based on the project's execution results, it is recommended to pay attention to the content of the future United Nations Global Plastic Treaty and adjust our country's promotion direction accordingly. The project should continue to promote green design at the source of plastic production, evaluate reduction and recycling usage models, and enhance classification and recycling methods. Furthermore, the management mechanisms for recycled plastics should be gradually improved, and the scope of promotion should be assessed for expansion. Continuous interdisciplinary communication and information dissemination should also be carried out to drive the implementation of resource recycling within the plastic industry chain. Through the execution and promotion of the project, the goal is to gradually establish the completeness and applicability of our country's management measures. This will help government agencies stay informed about domestic and international trends and current conditions, ultimately achieving our country's plastic resource recycling objectives.
